Ruth Fuchs probably was born less than 400 miles from Munich, so perhaps it might be her? I don't know about doctoral degrees, though.

Happy 73rd birthday today to Ruth Fuchs and very good, Olli. Ruth, of course, won the javelin throw in Munich and in Montreal. She was eighth place in the Moscow Olympics of 1980.
