Could be, I think he was an American who switched nationalities so he could compete in Moscow 1980. Did you look it up or are you guessing? More recently, Mark McKoy competed for Austria briefly, I am unsure if he made the rankings as an Austrian.

He ran 13.14 in 1994*. That had to rank, yes?
