Well that's one reason why it's not too big an improvement. But even so, there's been much bigger improvements in the Marathon. Waitz's 2:32:29 to 2:27:32 to 2:25:41 (all world records) was pretty impressive, but then again women's marathon was still a newish event when she ran those.
Sticking with women's distance running, there was Ludmila Bragina's WR improvement in the 3k: 8:52.8 to 8:27.12 (back in '76!)
