Per the CDC the chance of a vaccinated person transmitting the virus is extremely low. Nothing is perfect, but this is better than it could be.

Tokyo, other areas seek extension of virus emergency as Olympics loom

Tokyo Gov. Yuriko Koike and a slew of other prefectural leaders on Wednesday called on the Japanese government to extend its COVID-19 state of emergency in place in nearly a dozen prefectures as infections have yet to subside with just two months until the capital hosts the Summer Olympics.

The deadline is likely to be moved back from May 31 to June 20, government sources said, with Prime Minister Yoshihide Suga set to make a formal decision Friday.

Since I am going working for the USOPC, I spent 2 hours last night on a webinar the USOPC put on for all their "employees" related to the measures being taken in Tokyo and what we have to do in terms of COVID restrictions, and what the USOPC and the Organizing Committee is doing to protect us, and to protect Japanese citizens from us and other visitors. I can tell you, the restrictions are intensive, and the USOPC and the Japanese Organizing Committee have this very well planned to do exactly what 18.99 is predicting. Very few stones left unturned. Whether 18.99 is correct or not, I don't know, but I know they are doing what they can to have the Games go on despite the ongoing pandemic.
