Pan-handlers have been babied by city officials in Cincinnati for years. I've been accosted by them during my very FEW trips downtown. However, I'd say that this "woman" was definitely out of control and deserves to be whacked herself...in the same manner. Her punishment should be swift and she should be executed publicly.
