The question didn't specify it had to be a land border, so how about the 22 hours between Alaska and Russia?

C'mon, cman. If you're going to allow swimming long distances, you might as well say that a person could swim from California to China and cross 8 time zones. Or swim from Nova Scotia to China by way of Cape Horn and cross 12 time zones.

Wait a minute...a person could walk and swim from Blaine to Bell Island on the Canada US border...difference in time zones between Washington State and Newfoundland...3 hours 30 minutes.
