A team must have solid lines. You start there. If you can't stuff the run and run/protect QB, nothing else matters. When those needs are met...QB. Yes you can win without a great QB but you'll need a great defense and they'll need to stay great. It's best to have a great QB. Next up db's. Without guys who can cover stud receivers forget it. Tight ends are next because they move the chains. Wide receivers are in abundance, so because of that you don't need to waste a high round pick on them. Last are running backs. All these guys can run. A great back will average 4.5 or better, maybe even a little less, a so so back will average 3.8-4.0. You do not need a "great" running back. Just ask the Detroit Lions. How many titles did the Bears with Walter Payton win? Yep..1. The Buffalo Bills with O.J.Simpson? What Denver Bronco running back hasn't gained a 1000 yds? It's their o-line not the backs, yes Davis was a stud but other than him....

The key to winning in the NFL is.....stop the run, you can run, pressure the QB and you cause turnovers, making few yourself. If you can stop the run the opposition is now in third and long a certain passing situation, Now you know what's coming. If you can't they are in third and short and is it a run or pass?

What you're suggesting is also financially viable, as linemen generally come cheaper than similar level skill position players, and tend to last longer.

From a financial standpoint, the advantage of paying big bucks to a skill position player is if you're not selling out your stadium. The big name recognition sells tickets.

Yes it does make sense. Without a line no back will do much and no QB will have time to throw. On the D if you can't stop anyone, you'll be behind all the time and having to throw so here comes their pass rush. It all starts up front. They do come cheaper and can give you 10-14 years of service.
