Help!!! Computer Screen Glitch

Supremely confident there is no problem that someone on this forum cannot resolve, I turn here in desperation regarding a computer glitch that has stumped my local puter "turn to" guys.

The blue icon bar along the bottom of the screen has somehow transported itself to the left side vertically and absorbed, in duplicate, the left column of icons on the screen. The Start button is now in the upper left hand corner. Attempts to drag it back into place only make it wider to about half the screen.
You have to drag it clear out of sight to display icons on the right side of the screen

It is extremely inconvenient to use. Any suggestions?

Thanks, guys. I flunked the "fix it youself" instructions but fumbled through the "let us fix it" and they did.
