Its surprising that these youths could slip through the cracks and endure such negligent treatment as sponsored and supervised students from foreign countries? Heads should definitely roll!

Would be interesting to see the makeup of the sponsor families. Were they trying to get additional welfare payments? Pretty sad state of affairs.
